Following a qualification process in early 2014, PROjEN, a part of Capita secured a place on one of the world's seven "supermajor" oil and gas companies UK framework to provide engineering, procurement, and construction management (EPCM) services on their seven fuel terminals across the UK. The services are required for a varied portfolio of relatively small plant improvement business initiated projects.
Key to our appointment was having robust systems and procedures in place and being able to provide a flexible team able to respond to varying project workloads and the specific technical requirements. This ensures that maximum value is obtained from the EPCM services for the various projects. As a benchmark we are working to reduce the previous average EPCM fee from 30% to below 20% (of the total project cost).
Transition management was given particular attention to make sure standards, systems and procedures (including project stage gate process) were understood before commencing any of the projects. This was achieved by the production of a detailed assignment execution plan produced by us, which was then reviewed and agreed with the client. The plan, defined practically how the various projects would be undertaken by our team and ensured the right level of effort was applied for a given project stage and not overstated, which was an issue with the previous supplier. In addition,this helped establish a working relationship which has been developed at a number of levels between the client and ourselves, and has ensured the right people were selected for the team.
We are currently working on a number of projects across several UK sites. We are pleased to say that we have been successful in developing a style and a level of service which matches our client’s requirements. Deliverables and resource levels are agreed in advance and teams have been kept deliberately compact to ensure that all elements of project delivery are as seamless as possible.
