Capita Appoints National Consumer Protection Expert

Capita has appointed Andy Foster as director of regulatory services.

Andy, who joins the company from the Trading Standards Institute (TSI) where he was operations and policy director, will oversee Capita’s regulatory services offering across the UK including trading standards, environmental health, and licensing.

A trading standards officer by profession, Andy has over 20 years of experience delivering local, national and international consumer protection strategies for government agencies.

He is a regular advisor to the UK government on consumer matters, including the horsemeat investigation of 2013, and played a key role in recent institutional reforms of the consumer protection landscape in the UK which led to the creation of the National Trading Standards Board and the Competition and Markets Authority.

In 2013, Andy was appointed to the legal services consumer panel which provides independent advice to the Legal Services Board concerning the interests of users of legal services.

Previously Andy was a director of the Consumer Codes Approval Board and was a member of the British Board of Film Classification Consultative Committee. In addition, he represented the UK on European food law enforcement matters and has worked extensively with emerging European Union candidate nations as they implement and review their own regulatory regimes.

Since the end of 2012, Capita has been working in partnership with North Tyneside Council to deliver its environmental health and consumer protection services – the first such partnership of its kind in the UK. The company’s joint venture with the London Borough of Barnet - Re (Regional Enterprise) - also provides a regional platform to create a thriving, growing business delivering a range of regulatory service offerings.
