Mark will be taking part in the 11.55am session entitled ‘Putting policy into practice ‐ planning and investment to deliver infrastructure projects.’

Will the introduction of Strategic Development Plans, proposed in the Draft Planning (Wales) Bill, succeed in its aim of leading to a more coordinated approach to infrastructure planning for the City Regions? What will be the likely impact of the proposed system whereby Developments of National Significance (DNS) apply directly to the Welsh Government rather than local planning authority, particularly with regards to increasing the speed at which major infrastructure projects are developed in Wales? What further changes could be made to the planning system to support infrastructure development in Wales? Should the Welsh Government utilise funding arrangements such as PFI and the new UK Government scheme PF2 to fund infrastructure investments; what shape could the proposed Welsh Government non‐dividend alternative to PF2 take? Could local authority borrowing be better coordinated to support regional and national infrastructure priorities? What impact will 2014‐2020 European Structural Funds have on improving infrastructure development in Wales?
