The fireworks last Friday 13th October celebrated the opening of the six-lane toll bridge. One of the largest infrastructure initiatives in the UK to reach PTU (Permit to Use).
To help achieve the objectives determined for the Mersey Gateway initiative, Halton Borough Council awarded Preferred Bidder status to Merseylink in May 2013. The £1.86 billion 30‐year design‐build‐finance‐operate‐maintain (DBFOM) concession reached financial close in March 2014 and construction started in May 2014. The newly constructed six-lane toll bridge over the Mersey between the towns of Runcorn and Widnes opened to traffic at 00:01 am on Saturday 14th October 2017.
Capita’s Transaction Advisory team was appointed in early 2014 by Halton Borough Council to act as the Independent Certifier. Our key objective as Independent Certifier was to assist the Council, Mersey Gateway Crossings Board and Merseylink achieve their project objectives in a timely fashion through independently certifying when the core project milestones have been achieved, specific project criteria have been met and were available to provide assistance in resolving any disputes that might have arisen under the Project Agreement as and when required. Thankfully, there were no disputes.
