Paul has over 38 years’ professional experience of programming and delay analysis in the United Kingdom, Ireland, Africa, the UAE, the Kingdom of Saudi Arabia, Finland, Romania, and elsewhere.
Paul’s construction career started in 1977 working for contractors such as John Laing, Dudley Coles (now Kier), Tilbury Douglas (now Interserve) and YJ Lovell. He started on-site as a general foreman, and then progressed to site manager before moving into the world of planning and programming. Paul moved from contracting into consultancy, joining Gleeds in 1988 and then Capita in 2015. In both firms he specialised in planning and programming and forensic critical path delay analysis.
In 1990 Paul was instructed on his first expert witness role involving a major state building in Kuwait. Since then Paul has been instructed numerous times in adjudication, litigation and domestic/international arbitration and has produced CPR compliant reports and given oral testimony many times under cross-examination in the UK and internationally. Projects have involved many sectors including commercial and industrial buildings, civil engineering, roads, rail, shipbuilding and oil and gas. Paul has encountered most forms of contract as well as many bespoke forms.
