Richard is a Member of the Chartered Institute of Highways and Transportation (MCHIT), and PRINCE 2® Practitioner whose career spans over 30 years working for local authorities and consultants. He joined REI in 2008 as a Project Leader, managing and designing Highways ITS (Intelligent Transport Systems) schemes for Highways England's SRN (Strategic Road Network).
Richard's extensive experience within the highways sector from both contractors and within local government enables him to provide strategic direction to clients across the highways and rail networks in the UK, covering everything from initial stage feasibilities through to construction design, supervision, and handover.
Richard also has a notable specialism in enforcement systems, having worked closely with Highways England on HADECS (Highways Agency Digital Enforcement Compliance System), Average Speed and Red Light Enforcement systems. As well as working with Highways England, Richard's expertise in the sector has helped him to establish strong relationships with Police Enforcement agencies across the UK.
Richard has also led the Asset Management elements of Technology, notably TPMS (Technology Performance Managed Service), across Highways England's SRN. Richard has delivered many projects of significant complexity, which continue to grow and adapt as part of long-term relationships with clients.
Richard and his teams have also done work that extends to rail networks, notably London Underground's SSP (Station Stabilisation Programme), and Barbican Underground Station. In addition, he has worked on Network Rail station upgrades including Brent Cross, Tottenham Hale, and LoCros (London Overground Crossrail Lift Project, including Maryland, Manor Park, and Seven Kings).
