Birmingham Municipal Housing Trust (BMHT) is the name for Birmingham City Council (BCC)’s award winning programme of house building across the region. Capita was appointed on the framework back in January 2009 and have recently been appointed to continue this service until 2020. Overall our residential team have successfully delivered over 2,000 affordable properties across Birmingham and the West Midlands.
Capita worked with Birmingham city Council initially to develop Birmingham Municipal Housing Trust and was also involved in the implementation of the ‘build now – pay later’ model. Members of the Capita team were also instrumental in helping BMHT secure the Public Land Initiative deal with the HCA and brokering their response to the Affordable Rent Programme.
As lead consultants for BMHT projects, Capita assembled and managed a multi-disciplinary project team, including designers and surveyors sourced from internal and external resources, taking projects from initial concept/ feasibility stage, developing the project brief and achieving planning approval, securing contractor procurement, management of the works to completion of construction, occupation of new homes and 12 month defects.
A number of stakeholders were involved during the development of each scheme. These included various members of BCC, the design and contractor teams, local residents and local business holders. Working with multiple stakeholders required good coordination and mediation skills and strategies.
Capita continues to provide a single point of responsibility to the client. Our team assemble the best people from a pre-selected framework of sub-consultants and suppliers to provide design and investigative site services to enable schemes to be submitted for planning. Capita’s team manages schemes as they progress on site and sign off at the end of the defect liability period. The approach enables the client to focus on their own internal procedures and policies.

A full multi-disciplinary Capita team was appointed to support BCC to deliver 61 new homes for affordable rent and outright sale. The scheme was developed under the Government’s Property and Regeneration Fund and Capita worked with BCC to develop a ‘Gap Funding’ model that would enable three unused sites to be brought into use, providing mixed tenure housing.
The new homes were delivered to Code for Sustainable Homes Level 4, Lifetime Homes and full Secured by Design standards, incorporating the latest energy efficient technologies for a future-proof and sustainable housing development.
This project consisted of 260 homes. Capita managed the pre-planning process and is now undertaking employers agent, quantity surveyor, principal designer and clerk of works during the construction stages.
Capita was also responsible for the procurement of the main contractor.
This project consisted of 402 homes. Part of the site was also identified for small-scale commercial or business use. Capita managed the pre-planning process through employer’s agent, quantity surveying and principal designer roles during the construction stage.
