Capita consultants unlocked bus data to provide real time passenger information on passenger displays, designed and developed for our commission on the acclaimed new Blackburn and Accrington Bus Stations.

 

What did we do

Completed in 2018, Capita led a multidisciplinary team which made open bus data available, using ‘live’ location data to provide real time passenger information to public displays. The solution was designed and developed for our commission on the acclaimed new Blackburn and Accrington Bus Stations.

The benefits delivered by the project extend from providing real time information on bus running times, to bus lane enforcement, and optimisation of traffic signals to prioritise buses for smoother and faster journeys, promoting adoption of public transport.

Starting with stakeholder consultation, then design of the system, supporting procurement of assets, system integration, technical and financial project management and finally acceptance testing of the system, Capita provided a complete consultancy service to our clients.

 

Solution

Pennine Reach Rapid Bus Transit is a project on behalf of Blackburn with Darwen Borough Council and Lancashire County Council to provide public transport improvements on core routes within the local authority areas.

Our Technology consultants worked with the Capita’s Blackburn design team to define the operational requirements and specifications for the various technology systems.

Close collaboration between the Technology team, design team, and Local Authority stakeholders saw us capture and coordinate stakeholder’s requirements from both clients, including integration of Lancashire’s existing RTPI system.

These were developed by the Technology team into a single open architecture model to permit competitive procurement and the team subsequently managed the project through procurement to final delivery.

 

The systems included:

 

  • A Real Time Passenger Information (RTPI) system together with associated management system, information kiosks and displays in two new bus stations, on street and within a number of town buildings.

 

  • Data integration with an existing bus data capture telematics system.

 

  • Bus lane enforcement system and its interfacing with the current parking enforcement system.

 

  • UTMC upgrade to the current UTC system, enabling traffic signal bus priority.

 

By using common data standards to obtain an output from an existing RTPI system, we were able to make the existing bus positions available to other systems and leverage benefits such as faster journey times, improved information displays and greater operational efficiency, without incurring fees from the original system provider for a dedicated data feed.
