What did we do
The transaction advisory team (ZBTA) was appointed in early 2014 by Halton Borough Council to act as the Independent Certifier.
To help achieve the objectives determined for the Mersey Gateway initiative, Halton Borough Council awarded a 30-year design-build-finance-operate-maintain (DBFOM) concession to Merseylink in May 2013. The £1.86 billion overall project costs/revenue Mersey Gateway Project reached financial close in March 2014.
Our key objective as Independent Certifier was to assist the Mersey Gateway Crossings Board and all stakeholders to achieve the project objectives in a timely fashion through independently certifying when the core project milestones have been achieved, specific project criteria have been met and provide assistance in resolving any disputes that may arise under the Project Agreement.
