Our team was commissioned by the Environment Agency to conduct a detailed project appraisal to assess the options for the upgrade of the Keadby Pumping Station near Scunthorpe, North Lincolnshire, England.
Keadby Terminal Assisted Outfall (TAO) is the outfall for the River Torne within the Isle of Axholme to the Tidal River Trent. It comprises a gravity sluice which maintains water levels within the Isle of Axholme and discharges fluvial flow to the Tidal River Trent when tide levels permit. High flows are pumped via six pumps, providing approximately 32m3/s discharge capacity when required.
Continuing to manage flood risk in the Isle of Axholme is vitally important to the entire surrounding area. It is estimated that ending water management activities would result in extensive flooding to many thousands of homes and businesses, over 30,000ha of high-grade agricultural land, internationally important conservations sites, and major critical infrastructure. An economic assessment has valued potential flood damages to this area at £5.2billion over 100 years.
Our project team delivered a successful business case to secure funding to enable a construction contract to be let to implement the preferred option. The preferred option involved the replacement of all six pumps and ancillary assets (isolation valves, flap valves, penstocks etc.) and the refurbishment and improvement to the existing outfall and pumping station.
The project was shortlisted and Highly Commended for the Excellent Asset Management Award and won the Best Business Case Award at the Environment Agency's 2019 Project Excellence Awards. This was in part as a result of the strong economic assessment which demonstrated that the scheme was viable in line with Treasury Guidance.
