This project is a Design, Build, Finance, Operate and Maintain (DBFOM) concession for 27km of the new motorway, 4km of new type 2 dual carriageway, 8km of new standard single carriageway, 3km of reduced single carriageway link road, and 9km of realigned side roads. The permit to use (PTU) date stands at July 2019 and the contract completion date was in December 2019. On completion, availability payments are paid to the concessionaire over a 25-year period.

This involves a technical audit of the technical solution intended for the construction operation and maintenance of the new M11 Gorey to Enniscorthy and to review costs, programme, and risks.
