High Speed 2 (HS2)

High Speed 2 (HS2) is a planned high-speed railway between London and the Midlands and Northern England. The line is being built in phases, with the London to Birmingham section being the first, followed by Phase 2a Birmingham to Crewe and Phase 2b Crewe to Manchester and Birmingham to Leeds. 

A Capita–Ineco joint venture was set up in 2011 to tender for work on HS2 drawing together the engineering skills of Capita and the high-speed rail pedigree of Ineco. As a proven collaborative team, we have been successful on a number of HS2 contracts and to date have designed over 170km of the scheme. 

Our current involvement includes the following HS2 contracts: 

  • Phase 1 Country North – Hybrid Bill Designer 
  • Phase 1 Old Oak Common Station – Independent Design Checker 
  • Phase 1 Early Works Contracts – Designer  
  • Phase 2b Lot 2 – Hybrid Bill Designer 

Our Phase 1 Country North contract covered approximately 78km of high-speed rail running through Warwickshire and Staffordshire and now forms the HS2 main works contracts N1 and N2. As one of the most complex sections of the project it includes the high-speed Delta Junction east of Birmingham which presented significant engineering challenges. Capita-Ineco were able to value engineer this section and save over £300m from the cost of the scheme. The scope of our contract included railway alignment design, railway structures, highways alignment design, highways structures, drainage design (railway, highway and land), geotechnical, tunnel design, utility diversion, construction approach through to scheme costing. 

Capita-Ineco prepared the preliminary designs working in close collaboration with HS2 Ltd, rail systems designers, environmentalists and land referencing companies. The designs were used to inform the hybrid Bill documentation that was submitted to Parliament in November 2013. We successfully supported the passage of the Bill through Parliament with engineering advice during the Select Committee stage and design modifications resulting from the petition process. This included a significant 10km redesign of the route near Lichfield. Royal Assent was achieved in early 2017. 

Our Phase 2b contract covers approximately 90km of route running from the phase 1 Delta junction area near Birmingham to the Sheffield Spur located north of Nottingham. Awarded in early 2017, we are part of the AECOM Capita Ineco (ACI) joint venture, where we are providing full multi-disciplinary engineering design services, environmental assessment, preparation of the Environmental Statement and the hybrid Bill documentation. We have built on our Phase 1 experience to deliver of £500m of value management savings through route refinements and smart engineering. Our environmental teams have undertaken hundreds of surveys to both assess the impact of the scheme and design suitable environmental mitigation.
